Up Up and Away!
In 1983, while working for WESH TV in Orlando, I came up with the idea to do a three-part series about a Space Coast Experimental Aircraft Owners Club. These guys were NASA engineers by day (or Kennedy Space Center retirees) and aviation enthusiasts during their spare time. They flew out of Merritt Island Airport, a small municipal facility with a runway adjacent to the picturesque Indian River.

Wouldn’t you like to glide in my beautiful balloon? That’s me in the photo above, flying with owner-pilot John Thomas in his beautiful Glasair “balloon”.
These are photos of the day we shot video and interviewed with men who would rather punch holes through clouds than walk on terra firma.
As I recall, this was an exhibit of their handiwork — an exhibition of homebuilt aircraft that ranged from a one-seater mosquito sized fixed wing outfitted with a lawnchair for the pilot, to the sleek Glasair that sliced through the air like a dart
Lucky for me, I got to go up in the Glasair and as we flew over the coast, John Thomas put us through loop de loops, barrel rolls, and other fun aerobatics that took my breath away and boosted my adrenaline by an order of magnitude! As he put it “This is the most fun anyone can have with their clothes on!” I agreed wholeheartedly!

Cameraman Dave flew alongside us in a Cessna, getting B-roll for the report. That’s John Thomas and me in the Glasair off Dave’s wingtip. The Glasair cruising speed was about 150 knots, so while the Cessna puttered along at about 85, John slowed it down so Dave could get the shots he needed, but we were nearly at stall speed while doing so! (Can you see me in the right hand seat? I’m the one with the big grin!)

On the ground. Yep, that’s me, in between interviews checking out the situation, planning for my next move, while camera man Dave shoots B-roll. Central Florida and especially Brevard County (“The Space Coast”) is a hotbed of general aviation activity. Our warm year-round climate, aviation infrastructure, local technology and business centers, aerospace-literate population, and relatively low fuel prices compared to other areas of the country are some of the factors that brings pilots to this area. There are about 1800 licensed pilots on the Space Coast.

Whether a design is built exactly to proven plans or is a completely new design, an amateur-built aircraft has to be FAA registered and pass a stringent airworthiness inspection before it can be issued an airworthiness certificate and legally fly. The final picture (below) was taken about four years later, after I left WESH-TV for a job at Kennedy Space Center. I’m on the flight line at the Shuttle Landing Facility (SLF). Behind me are the T-38 jets the astronauts use to zoom back and forth between Florida and Houston and all over the country. The jets are parked, indicating some of the astronauts are in town, probably preparing for an upcoming space shuttle launch. The gal sitting on the ground loading film into the camera was my secretary Robbi B. The fellow I’m talking to was one of our flight techs who was explaining something or other to me. I don’t remember. But it was pretty interesting at the time!
I love flying. My first time in the air was with my Dad who was a pilot and for a short time co-owned a plane with a friend who was with the FBI. I think I was four years old the first time he took me up. I loved it then, and that hasn’t changed. I married a man who flew his own plane. And works for a major airline. Tell you something? “Pack up, let’s fly away!”

THE COUNTY IS YOUR LAST LINE OF DEFENSE!!!
ORDINANCES YOUR COUNTY CAN PASS NOW TO SUGGEST ILLEGAL ALIENS SELF-DEPORT FROM YOUR COUNTY:
1 Pass a resolution that your county is not a sanctuary county.
2 Make English the official language: This is a liability issue. Should a building collapse because of a translation error, your county (you) will be held liable.
Establish a maximum no. of occupants per household (renting to illegal aliens, is awaiting a Supreme Court ruling,)
Make it a felony for illegal aliens to carry concealed firearms.
LICENSES AND IDENTIFICATION
Pass an ordinance that no department of vehicle registration shall issue or renew car tags (the first time after the ordinance goes in effect) without certified copies of a birth certificate, naturalization documents or proof of legal presence in the United States.
Make it a felony to register someone else’s car
Make it a felony to steal someone else’s car tag or decal
Restrict the use of taxpayer identification numbers for purposes not authorized by the Internal Revenue Service, including identification, unless accompanied by a U.S. document that demonstrates legal presence in the United States.
Deny all licenses, permits, registrations and certificates or renewals thereof, to persons unlawfully present in the United States. (proof of legal presence required)
That no department of vehicles in your county will issue or renew XX State driver’s licenses or other IDs without certified copies of a birth certificate, naturalization documents or proof of legal presence in the United States.
*****Tie the expiration date of driver’s license to the expiration date of visas.
Reject driver’s licenses from all other States unless accompanied by proof of citizenship or lawful presence in the United States.**** (proof of legal presence required to get a driver’s license in your State because other States may have issued them to illegal aliens)
Make it a felony to falsely claim legal presence in the United States.
Ban the use of foreign identification documents (Matricula Consular cards) to establish identity or to obtain state identification cards or open bank accounts.
Make it a felony for anyone to distribute Matricular Consular cards to anyone except that country’s consulate.
Make it a felony to fraudulently use a social security number not assigned to you by the SSA.
VOTING
That the county of XX will not register to vote anyone without proof of citizenship with a certified copy of their birth certificate or naturalization documents.
Make it a felony for illegal immigrants to vote.
Provide the Secretary of State, the Attorney General, and the County Clerk a list of non-citizens who applied for a driver’s license or car tags.
Impound vehicles with no insurance. (This worked very well in Dallas and is a revenue generator)
After everyone has been through the Driver’s license renewal process, the voter rolls can be cleaned out.
PUBLIC BENEFITS
That no public benefits shall be afforded in XXX County to those individuals unlawfully present in the United States with the exception of immunization (since these individuals have entered without inspection). For example Welfare, Medicaid, worker’s compensation, food stamps, child care, child welfare and any other public benefit. Mandate the use of E-verify for all public benefits.
Require XXX County School District to identify how many students are unlawfully present in the United States for planning purposes only. This is totally legal.
Deny in-state tuition, financial aid or scholarships for higher education in XXXX County to people unlawfully present in the United States.
Consider challenging Plyer v Doe—cost $2 Million. In 1982 the Supreme Court ruled that we had to educate illegal alien children without any limit on taxes or cost to US citizens. The only way this will be overturned is if a county challenges it by requiring illegal alien children to pay tuition in public schools. Then it will go to the Supreme Court again. $2 Million is nothing compared to what you are paying now.
The State of Texas was paying 62 million dollars to educate these children in 1982, they are now paying 9 billion dollars.
EMPLOYMENT
Make it a felony for employers to hire illegal aliens and institute a method to enforce it. The Pew Hispanic Center lists the occupations of illegal aliens.
Make it a felony to pick up or solicit work at day-labor sites. (Home Depot)
Require the District Attorney to prosecute employers for hiring illegal aliens and impose fines. Mandatory jail time for repeat offenders (employers).
Require all employers to use E-VERIFY in your county.
LAW ENFORCEMENT
Make transporting illegal immigrants in a vehicle a felony.
Require ICE to report to your Sheriff (and the citizens of the county) who was released back into your community.
Consider applying for 287g status (gives local law enforcement federal authority)
Stream line criminal illegal aliens to ICE ****(federal program) or give mandatory jail time. Counties are left to pay for incarceration of illegals. However, since ICE is just releasing them back in your community, it maybe more beneficial if it becomes mandatory for criminal illegal aliens to serve the maximum time for the crime. It may cost more initially but have a better outcome.
Some of these ordinances maybe pre-empted by State law. It is not your job to figure that out. The County attorney will be able to determine that. If your particular County is getting hit hard by illegal aliens but the rest of the State is not, your County Board of Supervisors may want to challenge the State like Arizona did with the Federal government. Unfortunately it was the Federal Government that challenged Arizona instead of the other way around.
Respectfully request a report from the Board of Supervisors as to the disposition of each ordinance they have rejected. It maybe helpful to do an online petition so you don’t feel alone when you make your presentation. Their meetings are typically during business hours.
The bulk of the cost of illegal immigration is from education, medical care and incarceration. Here is an example of Desoto County MS

HOW TO STOP ILLEGAL IMMIGRATION IN YOUR COUNTY/TOWN
PREPARE A PRESENTATION FOR YOUR LOCAL OFFICIALS
Determine how many illegal aliens are in your county.
Determine how many illegal aliens are in your schools.
Determine how many jail days illegal aliens have spent in your county jail.
Determine the cost that your hospital is incurring caring for the uninsured.
Create an online Petition asking your local officials to consider new ordinances.
Present this information and the list of ordinances to your local elected officials
Most of the information for the examples below was obtained by phone or using documents from recognized organizations on the internet.

Quick Facts
Refer to this map to determine the percentage of Mexican illegal aliens in your State. Take the median. i.e. if your State has 73 to 89% illegal Mexicans, consider using 81%. This map does not take into account other Hispanic illegal immigrants.

Refer to this map to see how fast the Hispanic population is growing in your county.

It is very difficult for ordinary citizens to estimate the number of illegal aliens in border State counties. However, if you live in the interior and did not have a Hispanic population until after the 1986 Amnesty act, chances are that the majority of Hispanics in your locale are illegal aliens. In the February to March 2011 timeframe, the 2010 census will release demographic statistics. Further analysis of it will show the foreign born population minus legal immigrants = illegal aliens.
Using Desoto County, MS as an example, you can discern that it has a 90% growth of Hispanics. Referring to the excel file, it had 6,472 Hispanics in 2008 and that 73% to 89% are probably illegal. Mississippi had very few legal or illegal Hispanics prior to 1990. It is well established that most of the illegal Hispanics came since then. In 2004, the Pew Hispanic Center estimated that 81% of illegal aliens are from Latin America. In 2008, more than 99.3% of the Border Patrol apprehensions were from Mexico. Therefore it is not unreasonable to estimate that at least 80% of the Hispanics in Desoto County are illegal. And that percentage is reflected in the percentage of English language learners in the school system.
Non-Hispanics
The only document we have on the number and origin of people who have overstayed their visas is from 2001 by the GAO. (The vast majority of Hispanic illegal aliens did not travel by visa. And those Hispanics that do cross by land, do not use I-94 forms if they are staying less than 72 hours and within 25 miles of the border) The GAO estimated 29% of illegal immigrants overstayed their visas. 52% were Hispanic and 48% were non-Hispanic. (It is now reported that almost 45% of illegal immigrants overstayed their visa.)
Using 12,000,000 as the number of illegal aliens in our country, we can estimate that 29% or 3, 480,000 overstayed their visa. 48% were non-Hispanic or 1, 670,400.
Look up how many immigrants are in your State in the Center for Immigration Studies publication:
Immigration and Economic Stagnation: An Examination of Trends 2000 to 2010
Once you have the number of immigrants in your State, you can estimate how many are illegal non-Hispanics. Multiply the number of immigrants in your State by 29%. Multiply that number by 48%.
Take those results and distribute them equally amongst the number of counties in your State or distribute the number of non Hispanic visa overstays by population centers in your State.
DETERMINE HOW MANY ILLEGAL ALIENS ARE IN YOUR SCHOOLS
Visit or call your school superintendent. They will get you in touch with the people who keep track of statistics. How many schools, how many students, how many teachers, how many English language learner teachers, and the demographics. This information was received by phone:

They identified 1,106 English Language Learner students of which 923 are Hispanic or 83%.
To become a citizen of the United States, you must be able to read, speak and write in English. It is possible that new citizen parents are not teaching their children English at home.
Non-Hispanic Students (simple method)
Using 2005 statistics, there were 295,753,151 people in the US.
Best guess is that 6 million here in 2005 overstayed their visas. (Pew Hispanic Center)
48% are non-Hispanic or 2,880,000.
2,880,000 /295,753,151 = .97%
Multiply .97% x the number of non-Hispanic students.

In Desoto Co. the cost was between 13 and 18 million dollars for somewhere between 1849 to 2621 illegal alien students.
(This method does not include the number of non-Hispanics that crossed our land borders illegally. Less than .7% non-Hispanics crossed our southern border.)
DETERMINE HOW MANY JAIL DAYS ILLEGAL ALIENS HAVE SPENT IN YOUR COUNTY JAIL
Speak to your County Sheriff to find out how many illegal aliens are in the jail per day and the cost per day to incarcerate. If your county participates in the SCAAP program (federal reimbursement for incarcerating illegal aliens), you can subtract that reimbursement amount from the total cost:
Most bail bondsmen do not bond out Hispanics anymore.
In Desoto County the Sheriff reported that between 5 to 7 % of the inmates are illegal aliens per day or 26 inmates.
It costs $29.76 per day to keep an inmate in the County.
26 inmates per day x 365 days = 9,490 jail days.
125 individual illegal alien inmates qualified for the SCAAP program and spent 3,281 days in the County jail. They are scheduled to receive $19,645 from the SCAAP program. (the SCAAP reimbursement amount is different for each county)
$19,645/ 3,281 = $ 5.98
The Feds paid $5.98 per day. We pay the balance.
29.76 – 5.98 = $23.78
3281 jail days x $23.78 = $78,022.18
9,490 days – 3,281 = 6,209 jail days
6,209 x $29.76 = $184,779.84
Total: $ 262,802.02 per year
DETERMINE THE COST THAT YOUR HOSPITAL IS INCURRING TO CARE FOR UNINSURED PEOPLE.
Go to the administration office of the hospital in your county. Ask them for the amount they are spending on the uninsured or under-insured (Medicaid and Medicare). This is public information.

Click on “Forms 990 & Docs” and download the 990 forms they have available.
In the narrative, they should report how much money was un-reimbursed. Compare the years to show the increase of un-reimbursed money.
This information is also available at the State Capitol. While you will not be able to determine if the increase in cost was due to illegal immigration, you can still report rising costs to your county officials.
After going through this process even the untrained eye will see obvious deficiencies in your estimates. For example, .97% of non Hispanic illegal immigrants are not uniformly present throughout the United States and it doesn’t take into account the age of those who overstayed their visas for school estimates. There are plenty of difficulties with estimating the cost of illegal immigration for experts, let alone local citizens. This is a good estimate for your purposes. It will be a very conservative estimate for illegal Hispanics.
If you encounter considerable opposition, invite them to submit their own estimates or you can insist the school districts start counting them which is totally legal for planning purposes. Rep. Randy Terrill in OK is currently pursuing legislation that will do just that on the State level. He is facing opposition to this because it will identify definitively how many students are illegal or the children of illegal aliens and “immigrant” groups will no longer be able to argue those numbers by claiming the non English speaking students could be US citizens or present legally.
Two good sources for all aspects and effects of illegal immigration are the Center for Immigration Studies, and FAIR. FAIR has done extensive work on the cost of illegal immigration and you can look up information for your State.
Consider making a presentation for the data you collected including some news articles on crime committed in your local area by illegal aliens.
A powerpoint presentation with numerous graphs and pictures would be good and it is very easy to do. It will take some of your time to do this research. However, once it is complete, you can share this information with fellow citizens and have a level of confidence in your work. If you live in a conservative area, your work will be appreciated and respected. You will get a positive response from your county.
It is important to understand that you shouldn’t wait until illegal immigration is out of control in your area or State to act. If you wait till then, there is a good possibility that several officials on the Board of Supervisors will be Hispanics. It has become apparent that officials of Hispanic descent are in favor of illegal immigration and are more interested in representing illegal aliens than US citizens.
NOW GET TO WORK AND MAKE A DIFFERENCE IN YOUR COUNTY,
IT IS YOUR LAST LINE OF DEFENSE AND WHERE A LARGE AMOUNT OF THE COSTS TO YOU ARE INCURRED !!
